Enbetsu is the northern limit of Japanese rice farming — paddies within sight of cliffs where the Japan Sea wind never quite stops.
Enbetsu is the northernmost place in Japan where rice is grown as a serious crop, a fact the town wears with pride. It sits where the Enbetsu River meets the Japan Sea, an hour or so south of the Soya region, with paddies running right up to the coastal cliffs and a wind that never really stops. There is a lookout park above town with a campground and, on clear days, Rishiri's volcanic cone floating on the horizon, plus a quiet inland hot spring and a stretch of wild coastal flowers. It is a slow stop for people driving the long road to Wakkanai.

Fujimigaoka Park
富士見ヶ丘公園
A hilltop park above the town with a campground, playgrounds and a lookout where, on a clear day, Mt. Rishiri appears offshore to the north, the 'Fuji' in the park's name. Sunset over the paddies and the sea is the evening show.
Kanaura wild flower garden
金浦原生花園
A strip of coastal meadow north of town where wild flowers bloom on the dunes from early summer, with the Japan Sea behind and nothing built in sight. Small and easy to stop at from the coast road.
Asahi Onsen
旭温泉
A public hot spring facility in the hills inland, in a forested valley. It is the kind of quiet, unfashionable onsen that locals use, and the water is the reason to drive up the valley.
Michi-no-Eki Fujimi
道の駅富士見
The roadside station (Michi-no-Eki) on the coast road at the Fujimi district, with the town's rice and produce for sale and a wide view of the sea. It marks the start of the empty northern stretch toward Teshio and Sarobetsu.
Getting to Enbetsu
Route 232 is the only road that matters: Rumoi is about two hours south, Wakkanai about an hour and a half north, and Sapporo four and a half hours by car. Wakkanai Airport is the closest at roughly an hour and a half. Coastal buses run along the highway. There is no rail service; the Soya Main Line stays inland to the east.
Rumoi region: A driving region: the Ororon Line coast road from the Sapporo side is the whole point. Ferries to Teuri and Yagishiri leave from Haboro.
When to visit Enbetsu
June and July for the coastal flowers and the green of the paddies, August for warm sea and the octopus catch. Late September into October, when the rice is cut and the air clears, gives the best chance of seeing Rishiri from the park. Winter is bitter on this coast, with hard wind off the sea.
What to eat in Enbetsu
Rice from the northern limit is the thing to buy, and the town promotes it hard, sticky rice included. From the sea come octopus, flatfish, sea urchin and autumn salmon. Dairy and vegetables from the inland farms round out the table.
