Tsubetsu's mountain pass terrace floats above a sea of clouds over Lake Kussharo on lucky mornings — a forestry town gone quietly cool.
Tsubetsu is a small forestry town in the hills between Bihoro and Lake Akan, with Route 240 as its only real thoroughfare. Most of its area is forest, and the town has built a modest identity around wood: craft workshops, a woodland nature centre and a hot spring in the trees. Its famous moment is the Tsubetsu Pass, whose observation building floats above the sea of clouds that fills the Kussharo caldera on early summer and autumn mornings. Come for that dawn, then stay for the quiet.

Tsubetsu Pass observatory
津別峠展望施設
A stone observation building on the pass above Lake Kussharo, higher and quieter than Bihoro Pass. On calm mornings from June to October the caldera fills with cloud and the sun rises over it. The road up is seasonal.
Lake Chimikeppu
チミケップ湖
A small lake deep in the forest south of town, reached by gravel road, with a campsite on the shore and no development beyond that. Still water, birds and, in autumn, colour on every slope.
Michi-no-Eki Aioi
道の駅あいおい
The roadside station (Michi-no-Eki) on Route 240 at Aioi, known across the region for its bear-shaped pastries. Next door, a small park keeps old railway cars from the line that once ended here.
Nonno Forest
ノンノの森
A managed woodland with easy trails and a nature centre next to the town's hot-spring lodge, showing how the forestry town looks after its trees. Good for a slow hour on a stay in the town.
Getting to Tsubetsu
Memanbetsu Airport is about 40 minutes by car. There is no railway; Bihoro station on the Sekihoku Main Line is the nearest, about 20 minutes away. Route 240 runs through town from Bihoro toward Lake Akan and Kushiro, and the road to the Tsubetsu Pass branches off it in summer only.
Okhotsk region: Fly into Memanbetsu Airport for Abashiri and Shiretoko's west side; drift-ice season adds special trains and buses.
When to visit Tsubetsu
June to October, when the pass road is open and the sea of clouds is likely on windless mornings. October adds autumn colour on the forested slopes and around Lake Chimikeppu. In winter the pass closes and the town is a quiet hot-spring stop on the way to Akan.
What to eat in Tsubetsu
The valley floor grows wheat, potatoes and beans, and there is dairy on the higher ground. Wood is the other product: bowls, cutting boards and toys from local timber sold at the craft workshops and the roadside station. The bear-shaped pastry at Aioi is the thing everyone buys.
