Tobetsu hides a Swedish village of red-and-white cottages, plus the chocolate factory town that draws day-trippers from Sapporo.
Tobetsu lies just across the Ishikari River from Sapporo, a farming town of rice and wheat that has picked up some unexpected features. A hillside of red-and-white Swedish-style houses stands above the plain, built with help from the town's Swedish sister city, and one of Hokkaido's most famous chocolate makers has its factory here with its own station on the Sasshō Line. The town was settled in the 1870s by a former samurai clan from Sendai, and their story is told in a small memorial museum. An easy half-day from Sapporo for sweets, flax fields and a bit of Scandinavia.

Sweden Hills
スウェーデンヒルズ
A residential hill of red-painted timber houses with white trim, laid out in the style of a Swedish village on a rise above the Ishikari Plain. It is a real neighbourhood, so walk quietly.
Michi-no-Eki Tobetsu
道の駅 とうべつ
The roadside station on Route 337 near Ishikari-Tobetsu station, with local rice, vegetables and Swedish-themed goods, and a big lawn outside. A good place to see what the plain grows in one room.
The chocolate factory and its station
チョコレート工場と駅
A well-known Hokkaido chocolate company runs its main factory in Tobetsu, with a shop, a viewing walkway and a Sasshō Line station opened for it in 2022. Day-trippers from Sapporo come by train just for this.
Date Memorial Museum
伊達記念館
A town museum on the settlers from the Date clan of Sendai who cleared Tobetsu after the Meiji Restoration, with the family's relics and the story of the first hard winters on the plain.
Getting to Tobetsu
The JR Sasshō Line (Gakuen-Toshi Line) runs from Sapporo to Ishikari-Tobetsu in about 40 minutes, with stops at Ishikari-Futomi and the chocolate-factory station on the way, and ends one stop further at Hokkaido-Iryodaigaku. Routes 275 and 337 cross the town, and by car Sapporo is around 40 minutes. New Chitose Airport is about an hour and a half.

When to visit Tobetsu
Late June to July is the town's season, when the flax fields bloom pale blue for a few weeks and the wheat on the plain turns gold. May for planting on the plain, September for the rice harvest and farm stands. Winter is deep and quiet, with the chocolate factory as the warm indoor stop.
What to eat in Tobetsu
Rice and wheat are the base, with local flour turned into bread and noodles around town. Tobetsu has revived flax as a crop, and flaxseed oil is sold as a local product. The chocolate factory's shop is the obvious souvenir stop, and the roadside station sells seasonal vegetables and Swedish-style baked goods.
