Kamoenai is a fishing village of a few hundred souls where the Shakotan blue water starts turning wild — sea urchin is the currency of summer.
Kamoenai is one of the smallest villages in Hokkaido, a handful of fishing hamlets along Route 229 on the west coast of the Shakotan Peninsula. There is no town to speak of, only the sea, which here is at its clearest and roughest, and the mountains that force the road through tunnel after tunnel. A village hot spring, a seaside campground and a pass road over the spine of the peninsula to Furubira are the whole inventory. For people who want the Shakotan coast without a single tour bus, this is the place.

What to see in Kamoenai
The Route 229 coast
国道229号の海岸
Between Kamoenai and Cape Kamui the coast road passes rock stacks, sea caves and long tunnels, with the water below shifting from turquoise to deep blue. This is the emptiest scenic drive on the peninsula.
Tomaru Pass
当丸峠
The mountain road across the peninsula to Furubira, climbing through beech forest to a saddle with views over both coasts. Closed by snow for much of the year, and a quiet route in summer.
Seaside campground and hot spring
海辺のキャンプ場と村営温泉
The village keeps a campground on the shore and a public hot-spring bath a short drive away, the only two places to stay long enough to watch the sun go down into the Sea of Japan.
Getting to Kamoenai
Route 229 from Iwanai and Tomari in the south, or from Shakotan around Cape Kamui in the north; the Tomaru Pass road (Prefectural Road 998) crosses to Furubira in summer. No railway and no direct express bus. Sapporo is about two and a half to three hours by car whichever way you come, and New Chitose Airport a little more.
Shiribeshi region: Otaru is 40 minutes from Sapporo by train; Niseko is about 2 hours by car or winter bus. Shakotan needs a car.
When to visit Kamoenai
June to August is the entire season: sea-urchin boats, calm water, the campground open and the pass road clear. September is still fine on the coast. From November the wind and swell make this a coast to drive through, not stop on.
What to eat in Kamoenai
Sea urchin from the rock shelves is the village's summer money, along with abalone and the seaweed and kelp gathered along the same shore. Squid, Atka mackerel and flounder come in the other months, and there are almost no restaurants, so the campground and roadside stalls are where it gets eaten.
